You can prevent an IP address from accessing your website by visiting the "IP Deny Manager" link in your cPanel under the Security section of your cPanel

You can enter an IP address to block them from viewing your website. this will update the .htaccess file so that they are unable to visit your website.

Please note that many users have a dynamic IP address from their ISP. This means that their IP may change at any point, so they will not be blocked with their old IP.
